The gap between out-migrants and in-migrants relative to the total population in 2011 was particularly high for coastal municipalities— 9.4 percent in Minamisanriku, 8.9 percent in Yamamoto, and 8.5 percent in Otsuchi. That gap was also large among young people (less than 15 years old)— up to 14.6 percent in Minamisanriku and 13.2 percent in Onagawa, further raising concerns about the aging population.
